NOTICE OF MAIL BALLOT ELECTION FOR
TOWN OF GYPSUM
TO WHOM IT MAY CONCERN and particularly to the electors of the Town of Gypsum ("Town) of Eagle County, Colorado.
NOTICE IS HEREBY GIVEN that a regular election of the Town shall be held on Tuesday, July 7, 2020, during the hours of 7:00 a.m. and 7:00 p.m. The election is being conducted as an independent mail ballot election. The ballots will be mailed to the eligible electors of the Town no earlier than 22 days prior to the election (June 15, 2020) and no later than 15 days prior to the election (June 22, 2020). The drop off location for the delivery of mail ballots and receipt of replacement ballots shall be located at the Town Hall, 50 Lundgren Blvd., Gypsum, Colorado, and shall be open Monday through Friday between the hours of 10:00 a.m. and 2:00 p.m. beginning at least 22 days prior to the election day and from 7:00 a.m. to 7:00 p.m. on election day.
In order to vote in the election, an elector must be eighteen (18) years of age as of the day of the election, be a citizen of the United States of America, be registered to vote in the State of Colorado, not be in prison, and have legally resided for at least twenty-two (22) days immediately preceding the election in Colorado and within the municipal limits of the Town as of the date of the election.
At such election, electors of the Town shall elect three Council Members from the following list of candidates:

Electors shall also vote for or against the following ballot questions:
TOWN OF GYPSUM BALLOT QUESTION A:
Without raising taxes, shall the Town of Gypsum contribute $80,000 to the Eagle Valley Land Trust's Save the Lake Campaign, in addition to $20,000 previously contributed by the Town, for the acquisition of the 488-acre Sweetwater Lake Ranch, including the privately owned portion of Sweetwater Lake, by the Conservation Fund, a nonprofit corporation, or a similar non-profit or governmental entity, for public recreation and resource conservation purposes that may include but not be limited to fishing, horseback riding, boating and camping, opening access to surrounding public lands, conserving critical wildlife habitat, and protecting the Upper Colorado River watershed?
TOWN OF GYPSUM BALLOT QUESTION B:
Shall the Gypsum Home Rule Charter be amended to change the time period for submittal of petitions for candidates for Mayor or Councilmembers to between 71 and 91 days prior to the election, and to specify the process for Officer's recall, as set forth in Ordinance No. 01 (Series 2020)?
TOWN OF GYPSUM BALLOT QUESTION C:
Shall the Gypsum Home Rule Charter be amended to add further clarification to the required procedures for the initiative and referendum processes, as set forth in Ordinance No. 1 (Series 2020)?
TOWN OF GYPSUM BALLOT QUESTION D:
Shall the Gypsum Home Rule Charter be amended to redefine the powers and duties of the Mayor to shift the day-to-day oversight and operational duties to the Town Manager, as set forth in Ordinance No. 01
TOWN OF GYPSUM BALLOT QUESTION E:
Shall the Gypsum Home Rule Charter be amended to permit copies of ordinances under consideration by the Town Council to be provided to the public either via hard copy or electronically, including posting to the Town website or via email or other electronic form, as set forth in Ordinance No. 01 (Series 2020)?
TOWN OF GYPSUM BALLOT QUESTION F:
Shall the Gypsum Home Rule Charter be amended to designate the Town's website as the official location for postings and publications required by the Charter and Gypsum Municipal Code, as set forth in Ordinance No. 01 (Series 2020)?
