REQUEST FOR PROPOSALS
The Aspen Consolidated Sanitation District (OWNER) is seeking proposals for the installation of the A-12 to A-12A-2 Sanitary Sewer Replacement. Sealed proposals, addressed to Bruce Matherly, District Manager, will be received at the District office at 565 North Mill Street, Aspen, Colorado 81611, until 1:00 p.m., local time, on February 28, 2020. Any proposals received after the specified time will not be considered.
The project includes, but is not limited to, the installation of approximately 750 linear feet of 10-inch diameter SDR 26 sewer pipe; 1 each 5-foot diameter precast manhole and 2 each 4-foot diameter precast manholes; all appurtenances; excavation, backfill, and compaction; and restoration of streets, sidewalks, landscaping, and all other existing improvements to original condition in accordance with the City of Aspen specifications and requirements. This project also includes, but is not limited to, sanitary sewer bypass, dewatering, erosion and sediment control, traffic maintenance, and other ancillary work. All work must be completed in accordance with ACSD, Pitkin County, and City of Aspen specifications.
A contractor will be selected for the Project using a weighted scale that evaluates several criteria. The following criteria will be among those used in evaluating Proposals: contractor's experience on similar projects, contractor's performance history on previous ACSD projects, key personnel staffing, safety record, construction cost factors, experience of subcontractors, construction methodology, completeness of proposal, innovative and alternative proposals.
The work must be completed in all respects on or before June 30, 2020.
Proposal Documents may be examined in the office of OWNER, 565 North Mill Street, Aspen, Colorado. Proposal Documents may be obtained after 12:00 p.m., on January 10, 2020, at the Owner's office upon payment of $20 for each set of documents. Requests for proposal documents may be sent to the attention of Ann Sloane, 970-925-3601 at the office of the OWNER.
A mandatory pre-proposal conference will be held at 1:00 p.m. on January 22, 2020 at the District Office in Aspen, Colorado. All firms wishing to submit proposals must attend.
Each proposal must be submitted on the prescribed Proposal Form and accompanied by a Proposal Bond as prescribed in the Instructions to Proposers, payable to the OWNER in an amount not less than 5 percent of the proposal amount. The firm with the successful proposal will be required to furnish the additional Bond(s) prescribed in the Proposal Documents.
In order to perform public work, all proposals shall be submitted by pre-qualified contractors with a Statement of Qualifications listing projects completed by the firm's current staff within the past five years. Familiarity with methods and specifications of the Aspen Consolidated Sanitation District are important. Before a Contract is awarded for the work, the OWNER may conduct such additional investigation as is necessary to determine the performance record and ability of the firms wishing to submit Proposals to perform the type of work specified under this contract. Upon request, firms wishing to submit Proposals shall submit information as deemed necessary by the OWNER to evaluate the firms qualifications. Qualified contractors will be invited to interview for final selection.

The OWNER reserves the right to reject all Proposals or any Proposal not conforming to the intent and purpose of the Proposal Documents.
